Navigating the Challenges & Opportunities of Today’s Regulatory Landscape

Topic Description.  State utility commissions today must make decisions that significantly impact customers, regulated companies, investors, and other stakeholders amidst daunting economic pressures, a myriad of electric sector challenges, and new federal climate legislation. While regulation seems more challenging than ever (especially with Commission and consumer advocate resource constraints), the challenges provide an opportunity for collaboration and leadership. By bringing together state commissions, consumer advocates, and electric companies for a series of dialogues, CCIF aims to identify the pressures, challenges, and risks associated with each respective role and to facilitate collaboration and leadership toward achieving positive regulatory outcomes.

Specifically, CCIF will engage participants in discussion that recognizes today’s compounding economic pressures (pandemic; inflation; labor and supply shortages; international conflicts; etc.) and other electric sector challenges (high natural gas prices; extreme weather; physical and cyber security threats; clean energy transition; reliability and resilience; pricing and affordability; new legislation; etc.) but with a focus on proposed tools and concrete solutions for addressing these challenges, such as:

  • Enhancing the regulatory compact with added flexibility and modernization.
  • Mitigating upward pressure on customer rates.
  • Creating more robust customer education strategies.
  • Working to ensure additional resources, staff, and training/education for state utility commissions, consumer advocates, and key state/community partners engaged in electric customer assistance.
  • Capitalizing on opportunities under the Infrastructure Investment and Jobs Act (IIJA), Inflation Reduction Act (IRA), and tax credits.
  • Making a coordinated push for additional federal funding (LIHEAP, etc.) and other forms of customer assistance.

Registration. Please register using the orange "Reserve a spot" button above. While no charge to participate, seating is limited, and a separate registration with CCIF is required. Please make travel plans and hotel reservations accordingly. A list of registrants is available and updated periodically (not automatically) here.

COVID-Related Info. CCIF follows EEI's meeting protocols, which have been updated recently to no longer require attendees to submit proof of COVID-19 vaccination. Instead, EEI and CCIF request that meeting attendees take a COVID-19 PCR or rapid test within 24 hours prior to arrival and that anyone who tests positive or is exhibiting symptoms not attend. We will not send tests to registrants or ask to see test results. See herefor details regarding this policy.

Agenda.  An agenda featuring state commissioners, consumer advocates, and electric company reps is available here.

Hotel Accommodations. Registrants are responsible for making their own hotel reservations. No CCIF group rates are available.

Stipends.  Participating state commissioners and consumer advocates may request consideration for a limited number of 1-night hotel stipends from the Edison Electric Institute (EEI). Please indicate interest in such a stipend during registration (so as to prompt a process to determine eligibility in light of any applicable ethics policies, rules, or statutes).

Is there a registration fee? 

No, there are no registration fees or other charges to attend the CCIF event, but registration with CCIF is required. Please register by November 9, 2022.

How is the event funded?

The CCIF 13th Annual Kickoff Forum is funded by the Edison Electric Institute (EEI).

Do I need to bring my printed ticket (received following CCIF event registration) to the forum?

No, the Eventbrite-generated ticket is just for your convenience.

Can I update my registration information?

Yes, you may update your registration information through the Eventbrite registration site. You may also contact Katrina McMurrian, CCIF Executive Director, for assistance.

When will I receive an agenda and other materials?

The forum agenda will be posted and distributed to all registrants when complete (in advance of the forum).  A name badge and program including the final agenda, speaker bios, and registrant list will be made available at the forum registration desk upon check-in.

What is the appropriate attire?

While we have no set dress code for CCIF, participants’ attire typically ranges from business casual to business based on preference, weather, travel, etc.  Please remember that meeting rooms tend to be cold, and photos may be taken (for CCIF reports, materials, website, etc.).
